Exactly, especially in most of the government agencies.  Some commercial
vendors tend to influence the ignorance or unawareness of the managers
and/or decision makers that the GNU/Linux and other Free/Open Source
Software are INSECURE, UNSTABLE and NOT FEASIBLE for government agencies
and large networks.  But to think, those commercial vendors use
Free/Open Source Softwares.
