Why don't you ask ASTI? their people are on this list. I believe they were 
using directional antennas but Meralco and NBI still raided them.

Outside Manila, your best bet is to bribe the local NTC regional director. 
Well, I wouldn't call it a bribe -- but a license with under-the-table 
augmentation. I believe NTC will not really move on this issue because 
they stand to make money from licensing fees.
