Any entry level PC is already overkill, unless you intend to run something more than just a shaper on it (one thinks: mrtg, firewall, nagios). If you have multiple downstreams, maybe an ethernet port for each downstream. If you can work with a PC with no hard drive (floppy based), you improve your uptime by eliminating the hd failure.
