From this config I can identify users who can send/recieve email locally and users who can send / recieve mail from the internet? or is it that I can only identify users who are not allowed to send / receive emails???

you can specify it in the access file and invoke that file using the smtpd_sender_restrictions or smtpd_client_restrictions in the main.cf file. Hope that helps. :-)
