I usually see VPN routers that say "can support up to
N number of IPSec VPN Tunnels".
 
Does it only refer to hardware VPN router to router
IPSec tunnels? What if I have a software VPN server
(opensource or windows 2000 vpn server for example),
does it refer to that? If I have software VPN server,
then the DSL modem can allow VPN packets through,
does it still count a one of those "IPSec VPN Tunnels"
the DSL modem/firewall/vpn_server is talking about?
 
So is it right to say that I can have a VPN router
that can support 2 IPSec Tunnels, but I can have
multiple users (more than 2) connect to my Software
VPN box  because that VPN router just merely let
those VPN packets through?
