Yes, there are soooo many ways pala, how to do this.  I've since solved it by checking and restarting (if needed) PPPD every few minutes like tiger suggested.

iptables can filter based on source IP addresses, but if you want
user-level control, you might be interested in PPPoE (PPP over
Ethernet). This will allow you to control and track Internet usage on
a per-user basis.

Oh, so that's another use of PPPoE.  I thought it was used only for cable internet servers.  naka-ethernet nga pala ang mga cable internet clients.
