I guess most people in this forum would sympathize with
idea that RP gov't should impose (or at least strongly
encourage) on RP gov't the use of free software in RP
gov't agencies.  But how doable is this given the current
players and balance of powers in gov't.  Which gov't
entity if any would have the power to impose this?

The article of William Ng implies that there is some kind
of debate inside gov't as to open source in gov't.
Is this true?  Who is debating who?  Can anyone shed light
on who all the relevant debatants in are.  All I know is that
ASTI is one player (the only one?) that is a proponent of open
source, and I assume by extension, its parent DOST.
If so, is DOST/ASTI powerful enough to bring the rest of gov't
around?  It seems that ASTI is more of a "research" type group,
doing nice and interesting things, but does it have enough
power/influence/money?

How did other countries do it (the ones with strong
gov't policy imposing or encouraging use of open source in gov't)?

Probably a non-scientific sample, but the few gov't agencies
that we have to deal with (NTC and some others) all seem to
be budding Microsoft/etc. shops, busily learning asp/etc.,
judging from their web servers.  I assume that in absence of
direction from central gov't otherwise, that is the default
no-brainer platform choice.

Since Pres. Nemenzo "imposed" open source on UP from the
top more than half a year ago, has any other gov't
entity or school since then followed that lead?
