Although it's more of a full-blown mailing list manager than an "email
blast" application, you may want to look into Mailman[1]. I've heard
some horror stories about getting it up and running, but personally it's
pretty straightforward especially on my Debian setup (I set up and
administrate the free.net.ph mailing lists[2]). While I don't have any
mailing list that does massive email transmissions, other big-time
mailing lists are managed by Mailman. Notable in this area are
Sourceforge.net, Python.org and Zope.org.

You'll also want an MTA setup that can handle the email, of course. I'm
sure Postfix, Qmail, and even Sendmail should manage when prooperly
configured, though.
