Why don't you dump mIRC in favor of X-Chat[1], which works really well
on Microsoft Windows, Mac OS X and GNU/Linux and supports going through
an HTTP proxy? You can then set up a Squid proxy server and go through
it as long as it supports CONNECT for port 6667, which should be enabled
in the default setup anyway.

Credits for my finding out about "IRC over Squid" go to Eric Pareja,
