Looks like your iptables configuration isn't allowing ftp connections through port 21. It's a possibility, I'm not saying it is definite. Try and configure your iptables to allow FTP port 21 connections. You can try stopping the iptables service temporarily. Have you tried connecting locally and see if it works?
