tar is your guy, since the usual solution to fragmentation is to backup and then restore the filesystem but this isn't usually worth the bother since fragmentation is rarely a problem with unix/linux filesystems. Below are some time to keep fragmentation to a minimum.
Keep plento of space in your drive since system will tro to org data blocks more efficiently.
Have more memory, the large the avail buffers, the less fragmentation
Backup/reformat/restore partitions


Anyway, if you still want to defrag and ur using debian just apt-get install defrag
