ok i did like 
# export LD_ASSUME_KERNEL=2.4.18 (2.4.18 is the kernel version of my redhat 7.3)
# rpm -Uvh 
ftp://ftp.redhat.com/pub/redhat/linux/updates/9/en/os/i686/glibc-2.3.2-27.9.i686.rpm 
--force

i also did
# rpm -Uvh --replacepkgs --replacefiles 
ftp://ftp.redhat.com/pub/redhat/linux/updates/9/en/os/i686/glibc-2.3.2-27.9.i686.rpm

but to no avail... it didn't worked...
