Yes, at least for audio streaming.  There's the Icecast project
(www.icecast.org) that streams Ogg Vorbis.  Never actually used it
though, but apparently both Winamp and XMMS support tuning into icecast
streams.

Video streaming...  That's a little more dicey apparently.  Since there
is still no open video format (Ogg Theora is apparently still quite raw
as of this writing), that's quite problematic.  There may be proprietary
solutions around though.
