From what I know, checking out Red Hat's site, touch solutions is the only certified training partner here in our country:

And one last thing, they have this poster saying 'SOLD HERE' with the Red Hat Logo. I inquired and asked their representative if they're selling red hat copies, and their reply "nope, we offer only training courses on the OS".
