Well, technically nobody rules Linux. Linux is not a domain/country. ;) The developers (the very fine kernel developers that they are) work on Linux (the kernel) and the maintainer (currently I think is still Linus Torvalds himslef) decides when the release is final, and what goes into and out of the kernel. Linus Torvalds is the original author of the Linux kernel, and AFAIK he is still the one in charge of releasing the kernel and which direction it goes.
