I've been using 000domains.com for all of our company's
.com/.net/.org/.biz domains and for those of our direct clients who
request us to register and manage domains for them.  Their price is
US$13.50 per year (up a bit from around US$9 when we registered our
domains a couple of years ago) for com/net/org/info/biz/us.  They've not
given us any difficulty, and don't seem to have any problems dealing
with people in the Philippines. :)
