the last time i've checked i saw the cygwin dll
on SFU (iirc) and it has the GPL license.

Cygwin runs on top of the Win32 API layer, whereas SFU does not.  SFU is
pretty much the Posix subsystem that NT was supposed to ship with 10
years ago.
