Another option is to get those Zyxel or Dlink WLAN access points -- These things come with a billing system and printer that allows you to print usernames and passwords good for a pre-determine x minutes or their multiples (ika nga - pre-paid). And you don't need any cabling costs -- everything is via wifi (wifi cards are cheaper than some network cards + cabling + switch, but you don't get the speed)...
