depends on what window manager you use.  gnome & kde are heavy, icewm is
light.  i have 17 icewm desktops served from a p3 500mhz with 768mb ram.
if i used gnome or kde they could only use about 4 workstations nicely.

rule of thumb, fill up all the ram slots with 512MB modules :)
