encountered the same errors once. try any or all of the ff: (1) the migration may have muddled with your apache config settings (not sure about this since i haven't personally "upgraded" an older RH version to a new one -- i prefer a clean install and manual migration of backed-up config files). but compare/diff all references to pl/cgi lines with your old RH7.3 box (if you still have the old config files) and see what changed
