in a very old issue of Linux Journal, i read about how some MIT students 
made this work.

basically they used a hacked FVWM (version 1.x in fact) and Netscape. all 
of the authentication happened with a hacked xdm (wala pang GDM nun). what 
would happen is that when your time ran out, a separate process would kill 
the X server causing your desktop to come crashing down..

i assume if it's an internet cafe manager for Linux, then the workstations 
are running Linux, right?

seems pretty simple to implement.
