Not a surprise. Microsoft has proven many times that they are willing to have no margin on the OS, so long as they can sell their bread and butter Office on top. David, assuming it works, will have minimal impact on costs because Microsoft practically gives the OS away to government buyers. The government will still have to buy Office.
