Before you think of doing RADIUS, ask yourself if what it provides is
really what you need, because setting up a complete and comprehensive
RADIUS system is not a trivial task that you can do by just following
step by step instructions (I should know, as I've actually been there
and done that several times)...  Do you need fine-grain accounting, so
you can determine with precision how long your users have been online?
Is the number of your users significant (and by significant I mean in
the 50 to 100 or more range), and would you have a lot of lines to
support them? Do you want to impose restrictions on what times and for
how long your users can stay online?

If the answer to most or all of these questions is no, then RADIUS is
probably overkill for you.  mgetty+sendfax should do the trick of
providing your inbound users with connectivity quite nicely, and take
care of all the work of allowing the user to authenticate themselves
against a simple flat file. This document should describe the process
clearly enough for you to do it yourself:

In any case, the terminal server setup described there should, with the
help of additional software like a pppd that is also a RADIUS client,

be the client side of a complete RADIUS system if you decide to take the
trouble to set one up in the future.
