I don't really know if this is what you want, but have you tried creating a group for pop3d, then chmod it so that only the owner and the group members can execute it? Of course, you still have to add all the users who are allowed run pop3d to the group.
If you mean restricting users from services provided by pop3d, then i can't help you... sorry.
