this one above says router1 saw router2's RIP advertisement.
you must now check router1's actual linux routing table
if zebra has installed that route it got from RIP into the linux
route table.

based on zebra's routes in router2, it doesnt receive any RIP
advertisement from router1 regarding the 2 subnets' existence
(192.168.1.0/24 and 192.168.3.0/24). that's why router2's linux
route table doesnt have an y specific route to the 2 subnets.
without the specific routes, router2 will use the route
"192.168.0.0/22 --> eth1" which is not the one you want because it will
not use router1 as gateway.

perhaps merong kulang na config pa sa "router rip" section ng router1?
try mo ito on router1's rip config:
(have not been using RIP so below is a guess. only used OSPF with zebra
before.)
