it's hard to do ingress qdisc. basically you just drop packets at the interface but the bandwidth has already been consumed. egress is easy.
so for example if you have a linux NAT box connected to the internet, when people download stuff to their PC's, that is ingress on the real IP address, and egress on the fake (NAT) IP interface. so it would be better to put your qdisc on the fake (NAT'ted) interface.
