That's strange.  Smart provided us with Nokia document DN99255924, Nokia
Artuse (sic) SMS Center Release SC5B CD2 CIMD Interface Specification,
where it clearly states on page 54(70) that service description has
max-length of 2 and is an integer from 0-99. Since that document is what
Smart is distributing to all of the MVAS providers, I suppose this must
be authoritative if you really are interfacing to Smart.
