I never got lucky with that too when I was still a network/systems administrator. While there are cases wherein you could get away with one sysad per hundreds of workstations ratio, you'd have to consider the computing habits of the users of the workstations. Do the workstation users belong to the timid class of users? Legendary hackers? Those who make their PCs a substitute of their playstations in the level of (ab)use? The case is a bit similar with the sysad-to-server ratio - but do consider how much effort is required to maintain each server. Relative skills of the sysad, as well as reliability of the machines as well as the operating system would also be a key factor. You could get away with 1 sysad for a number of servers if you've got very reliable machines and networks. I guess 1 for every 100 servers in that regard if you employ Unix-based servers and 1 for every 20 if you employ Windows systems (which was the practice in my former employer's client).
