Not quite. VFAT partitions can be owned by:

- The owner of the block device if your mount options or fstab option
includes "owner". This is usuall root becuase most of the stuff in
your /dev partition are owned by root.
- If the mount/fstab options includes "user" or if you specify
permissions on console.perms, then the user who mounts the device will
have the permission.

And smb.conf does not apply to block devices, like mounting your vfat
partitions on your hard drive.
