how can i test if php_admin_flag works on my apache?

This isn't specific to PHP.

<Directory /home/me/whatever/>
php_admin_flag engine off
</Directory>

or

<Location /whatever>
php_admin_flag ...
</Location>

You can put anything in there.  You might also be able to do it in
.htaccess, but I don't do that.
