Probably not always.

"For Paris, the killer was the expense of having to rewrite programs
and train thousands of employees on new software."

This is one of the concerns I think MS tries to play on. But in reality, this is a one time cost. As in the other thread, comparing short term goal and long term goal is not wise. Quoting Anuerin Diaz <[EMAIL PROTECTED]>

"most of the things that account for the 'reported' increase of Linux TCO is
the amount needed to retrain personnel. i think that is a one-time
expense compared to the expense required to update the version of a
proprietary platform/software. this is an example of a short-term goal
being evaluated against a long-term one."

Training and rewriting software, I think is a one time cost.

What I think was missing in the picture is that the advocacy there in Europe failed to
make it clear. In the present situation, we still have the chance, we can learn from
that and still do our advocacy pointing out such comparisons are not balanced.

Oh well, just my two cents anyway.
