KDE's kioslaves already does this... you can verify it by launching
konqueror and use the fish:// protocol. You can try opening multiple
tabs afterwards.

As for GNOME the gnome-vfs integration features also has ssh support
via the sftp:// protocol. Their implementation via nautilus is quite a
good thing as it's in spatial orientation - near perfect for cut and
paste routines (which tabbed browsing imho isn't really designed to
do).
