well the reason is that the config is in the inittab file
and it makes it persistent...that is if it kills it, it will restart...

I used to do that long time ago...on an SCO Xenix machine
I created 2 inittab  files, one with the mgetty on and the other one
off with filnames inittab.on and inittab.off...run a cron job to mv the
inittab.xxx file to inittab and issue a kill -1 1
that was until I find out that there was a command called
enable/disable in SCO Xenix  ... he he
