You can use either.
On our site, we setup identically configured dhcpd servers(ie
same /etc/dhcpd.conf). With clients statically assigned ip addresses,
and disallowing unknown/unregistered mac addresses. The servers both
listen and "compete" in replying to dhcp req's of clients, clients get
thier address from more responsive server. Tested on clients running
Win{9x,NT,2k,XP,2k3}, various linux flavors, OSX and couple of *BSD
boxes. Also set long address leases.
