Opensource. Uses Macromedia Flash Player as runtime environment.

**Macromedia Flex - http://www.macromedia.com/software/flex/
Uses MXML, the Macromedia Flex Markup Language.

There are more: http://xul.sourceforge.net/

Some XUL are cross-platform.
