i was setting up apache to enable userdir on my fc3 workstation last
week and ran into the same problem as you (forbidden errors despite
the having the correct permissions).

i was able to solve the problem by disabling selinux on httpd. click
on "applications", then "system settings", then "security level".
click the "selinux tab" and then click the checkbox on "disable
selinux protection for httpd daemon." (it may be under  "transition"
or another label but it's there basically, just look around). make
sure to restart httpd.
