For a BIOS boot from CD-ROM, the BIOS maps the int 13h disk functions
to the CD-ROM. The installer on CD uses this in the early stages
before a full OS is loaded which can handle the disk controller
directly.

GRUB would have to do that mapping, and by the time the bootup
sequence reaches GRUB, it may be too late already.
