For localization to Tagalog (tl), I invite people to join us at the debian-tl mailing list[1]. We're expanding scope to cover not just Debian since there are other efforts at translating free/open source software/documentation to Tagalog. Since Ubuntu is based on Debian, translation work done on Debian benefits Ubuntu as well. We're also working on coordinating TL translation for GNOME, reviving the KDE TL translation effort, and wondering what happened to the Mozilla L10N TL team of Mike P. et cie. Since these 'products' are non-distribution specific, I suppose that there will be more interest in getting involved in translation work there. At present, we have a small website with bookmarks to the different Tagalog translation efforts at http://tl.linux.org.ph Eventually, our aim is to spur translation efforts in the following languages: Bikol (bik), Cebuano (ceb), Hiligaynon (hil), Ilokano (ilo), Kapampangan (pam), Pangasinan (pag), Waray (war) and Filipino (fil).
