Agreed. I make a point of buying all of my car and motorcycle batteries from a 
local small business (and I've bought a lot of them over the years). For things 
like laptop and UPS batteries I usually go to BatteriesPlus down the street, 
mostly because I don't know anywhere else near here on the west side that deals 
with them.

But this is a special circumstance, basically what would otherwise be a 
throw-away piece of hardware that's not worth spending that kind of money on. 
(I didn't talk about how I had to rebuild the case with J-B Weld and Super Glue
to deal with a broken hinge). If I can extend it's usefulness for under $20
that's a good thing.

Otherwise I'd rather just spend a little more and get a brand new Lenovo with
full warranty, a core-i7, 12G RAM and 1TB hard drive from Costco for $450.

I wasn't recommending this as a general source, but if you're on a really tight 
budget and willing to take on some risk it might be worth considering.
