I host my own email, but for those who want an outside mail service, there's protonmail.com in Switzerland. Privacy-obsessed computer geeks associated with CERN. Encrypted access, free basic account. Spam filtering costs extra and I'm not sure how that can be done without compromising individual security.

NORAD Colorado Springs isn't buried that deep, though Protonmail's servers probably aren't in hardened steel shells on 10 foot high shock absorbers.
