Hi Russell, I have a symmetrical gigabit residential fiber connection, a block of 5 static IPs, and a "server closet" of sorts at my home if you are OK with not running equipment in a 'real' data center. This would also presume that you would be providing the hardware yourself, or at least be OK with setting up one of my extra rack servers to do this on your own time.
I've been here for three years and don't plan on leaving for a long long time, so it's a fairly stable environment.
