It used to be a real problem on public networks, because the bit torrent clients were pretty aggressive about congesting upstream links. There's a name for the phenomenon: buffer bloat: basically, filling too-large queues at a bandwidth choke point resulting in ugly latencies. For a number of years, we would need to occasionally intervene because networks became unusable. That is when our blocking rule went in, basically just to protect the usability of the network for others. The bit torrenter often didn't notice. They would start the client and since the network became unusable for anything else, they'd just wander away and get their thing when they came back. When you goal is a little wider than that, you need to intervene. However, since buffer bloat became a thing that people were aware of, bit torrent clients have become better at managing their rates based on observed latency, and it has become less of a network-breaking problem. The host can't generally tell what content is being transferred, so if there is a complaint, the protocol is going to suffer.
