Theora is pretty well supported in everything but Microsoft Edge. It's
libre licensed. There's also VP9 and webp. You might want to play
around and see which codec offers the least artifact. All of them
should be supported in FFMPEG. However i do remember a proposal a
while back to make ASVG (Animated Scaling Vector Graphic Format) a
thing. not sure what's come of it. You make want to look into that.
However i thing that went a similar route as APNG went.
