I tried FedEx today with some modest success. They have a large format HP
DesignJet <somelargenumber> that scans up to E sized. It took several
tries, and about a half hour, but I got a slightly streaky 600dpi TIF for
$0.89.  It isn't perfect, but it has the advantage that it's all scanned on
one coordinate grid. I also tried using Hugin (thanks Tomas for the
pointer) to automate the stitching and Tomas did a stitch for me that I
just downloaded by haven't looked at yet (I will very shortly and THANK
YOU!).

In another development, I stumbled into the pen plotter nerd community and
got some response on twitter. Someone with a pen plotter in New York State
might make me a copy.
