I always found Angry IP Scanner https://angryip.org
A convenient java based tool to scan the local network. I reports the IP addresses, Hostname, Mac Address and even MAC Vendor.  (as well as other things, all configurable from a tools menu). Much quicker than manual pinging. It launches lots of threads (mine is configured for 100) and gets all results of scanning a /24 net (256 addresses to analyze) in 4 or 5 seconds.

It won't help determining why the router isn't responding, but if it is responding it might provide data if it suddenly decided to respond to a different address, other than the presumed static address.

Yes. This makes no difference. And I should have written that my friend
connects through this WAP from her laptop daily with no issues. It's working as the wireless connection between her laptop and the router/outside world.

There are two:

LANWLAN MAC: 08863B51998A
WAN MAC: 0886B51998C

Check the DHCP leases on your gateway router for that MAC address.

All IP addresses on the LAN are static

Try pinging all the addresses. I assume there are only 253 possibilities,
so that's easy to script.

Cannot ping the MAC addresses from the shell.
