Actually, I found a windoze solution. The transcription software I use
can take a K-Lite add on which will let it play videos. I found that I
can do that, and can set the video to the time I want and see the exact
frame -- and the exact frame is needed for this transcription. The folks
have made a video, and want frame level precision. Sigh.
