Linphone has been around for years, & it still doesn't work. Signal Private Messenger works very well, & it's quite popular. I use it with friends and family every day. You do need to install Signal to a smartphone. Then you can use it on GNU/Linux, Windows, Mac OS. The desktop version only supports texting & sending files.
