Some applications do, others don't.

Launch gkrellm and right-click on the top of the frame. That opens a
configuration dialog. The middle tab is 'Setup' and there's a text entry
widget where you can enter the command to launch the tool. Try specifying
the path to the executable and add a geometry option; e.g., --geometry
200x500. I don't know the size or where that will place it on your monitor,
but it might be worth a shot.
