I did the above, and then ran Software Updater again. I got the same error message, Failed to download repository information, and stepped through the Setting tabs, and closed the Setting box. I turned to this machine to handle another email, and when I turned back to ENU-1, a new dialog box was there:

The software on this computer is up to date.


I don't think that's really true. I'm planning on finishing migrating whatever's left on ENU-1 to ENU-2 one of these days, "real soon now." Maybe even Sunday afternoon or Monday. Once that is done, I'll probably use ENU-1 as a place to try out Xubuntu 20.04, and a couple of other Ubuntu based distros.

I did keep a copy of all the stuff that scrolled up the screen with sudo apt update and sudo apt upgrade. Maybe tomorrow I'll read them line by line and see if there's any useful information to be found.
