You say editing /boot/grub.cfg has no effect. I assume you mean
/boot/grub/grub.cfg   Is there another /boot partition that is getting
mounted over the / partition. I.e. Are you editing grub.cfg in the
root partition and the real grub.cfg is in a /boot partition?
